Start your action plan with small steps that are simple and easy to accomplish. A little momentum can be invaluable. If you are stuck at indecision try using a pendulum, decision coin, Tarot, Oracle cards, or another intuitive method if you get really stuck. Sometimes these can help to get the energy moving.
